Plight of Porter
The new construction commissioned by the King Gorgo. He is building the city as a tribute to Hextor. The construction has been underway for about 5 years now, and it is extremely slow going. Part of this is due to the fact that its foundation is on top of a swamp. Thus, conditions are extremely hazardous for builders. Parts of buildings continue to sink into the ground, angry swamp creatures constantly attack in defense of their territory, disease is rampant, and food is scarce.
Additionally, the majority of the labor force involved in construction is composed of slaves and religious dissidents. Many are political prisoners, religious dissidents, or cultural minorities without documentation and taken from their hometowns. Due to the nature of the workforce and the sheer size of the population from which the regime can pull, most of the laborers are expendable in the eyes of the government and thus receive little compensation or protection from the hazardous circumstances.
Small parts of the city have been completed. There is a small marketplace, a temple to the God (which will later make way for a gargantuan cathedral already under construction), and some housing districts. There are slums for workers, composed of rows of shacks and communal living facilities. There are cleaner condos for the guards and work overseers, upper scale homes for aristocrats, religious leaders, and government officials. Overall, however, the resident population of the city is relatively small. Most visitors are foreigners or government ambassadors coming to evaluate the progress of construction.
